Depending on where you live&amp;nbsp;in the country&amp;nbsp;there are certainly more strays than other areas. Down near the US / Mexican boarder where I live there is a large number of strays roaming the neighborhoods. On the top of that, there is a large number of backyard breeders continuing to breed dogs even though Craigslist and the local shelter are both filled with numerous beautiful, available, sweet, loving dogs.&amp;nbsp;Something needs to be done! I struggle with&amp;nbsp;why this&amp;nbsp;is&amp;nbsp; going on and what can be done? Does the commnunity need to be educated on how to take care of dogs? Should there be low cost spay / neuter centers set up for people to have their dogs properly taken care of?
