Stray Dogs

Have you ever noticed the number of stray dogs roaming the streets? Depending on where you live in the country there are certainly more strays than other areas. Down near the US / Mexican boarder where I live there is a large number of strays roaming the neighborhoods. On the top of that, there is a large number of backyard breeders continuing to breed dogs even though Craigslist and the local shelter are both filled with numerous beautiful, available, sweet, loving dogs. Something needs to be done! I struggle with why this is  going on and what can be done? Does the commnunity need to be educated on how to take care of dogs? Should there be low cost spay / neuter centers set up for people to have their dogs properly taken care of? Should people be required to have a license to own a dogs? You need a license to drive a car and own a gun?
